In the womb, we all start out without a definitive sex. For the first part of development we all develop the same including nipples. Later, gonads will remain in the perineal cavity as ovaries or be pulled down into place as testes. The clitoris will remain, or develop into a penis.
FYI: men have all the equipment to give milk, but not enough of the hormone to produce milk unless something causes a serious imbalance.
because all men start as women, and only later in the development cycle do they develop male genitals
