Go in the bathroom.
Turn on the shower. Set the water all the way to "Hot".
Close the door. Do not turn on the fan.
Another option is to fill four big pots with water, and put them all boiling on the stove.
Basically, get a lot of steam in the air -- hopefully enough to make the walls drip -- and breathe it in.
The steam helps physically break up the mucus, so you can breathe.
Also, those Halls cough drops will often open up a plugged nose. They never do a thing for my throat or cough, but I'll keep 'em on hand for my nose.

My nose is stuffed a lot myself, and some things that help me are:
a) a spoonfull of wasabi; believe me, this should help quickly
b) go into your bathroom, close the door and any open window, place
a rolled towel at the bottom of the door to block extra airflow and
turn the bath or shower water on full blast HOT. Let it continue to
run the hottest water and sit on the toilet and breath as the bath-
room fills with steam. Try to breathe deeply through you nose
only. If you have any menthol to rub under your nose it will help.
c) combining a&b will expedite things
