No, usually insurance policies refuse to cover what are called "pre-existing" conditions.
Your best bet would be to find out how long the policy must be in effect before it will cover pre-existing conditions, then get the surgery once your sinus problems are covered.

Health insurance companies got wise to this and now if you already know that you are in need of surgery, they will ask your doctor for records prior to your surgery for confirmation of payment and they will say it was a pre-exsisting condition allowing the insurnace company to NOT be reliable for payment. A lot of women tried that one with pregnancy. They would not get insurance until they were pregnant, no good pre-exsisting condition, Good Luck
