Apparently not always. I've never personally managed to orgasm without ejaculating, but have ejaculated without orgasming. Some guys claim they can orgasm without ejaculating, but I've never been able to.
For women:
Women CANNOT ejaculate. They're NOT anatomically equipped for it. Not testes, no seminal vesicles etc...
If you've seen a woman ejaculate, it's actually called stress incontinence. ie, when they get muscle contractions, from on orgasm let's say, they cannot maintain bladder control, and urine squirts out.

There are also, I have read, techniques that allow a male to experience the feelings of organism without having a physical climax. This enables them to have multiple organisms. I have no personal knowledge of this. Ejaculation in the female is somewhat controversial. Some Biologists claim that there is no true ejaculation in females - that it is a spurt of urine during climax. However, There are glands that provide lubrication in the female that could in theory produce a sudden flow of fluid during organism. Other Biologists claim that this is what makes up the female ejaculation that many females report. My opinion is that if females state that they are having an ejaculation then they probably are having one.
