Does anyone ever wonder if the ambulance passes by with sirens is really in an emergency situation?

Sometimes I hear ambulances screaming through the streets and I really wonder if all of them truly carries a patient or rushing to a scene. Can ambulance drivers be charged for using the siren when there's no emergency at all?

Answers:
yes, that's illegal. don't worry, i'm sure someone must be hurt. not that that is a good thing. but i don't think ambulance drivers have alterier motives for driving fast other than getting to that patient.

i would like to hand it to you, thats not only the dumbest question ive heard yet today, but in quite some time!!!
From someone who drives those ambulances, if the lights and siren are on, it is an emergency. They put the lights and /or siren on under direction of the dispatcher or team leader.
I don't know about being charged, but the drivers don't put the lights on unless they have to because people are slow enough at pulling to the right and stopping. If emergency procedures were used more frequently, the people would become more accustomed to them and less apt to pull over.
