Why does the sewage in MEXICO not work?

Question: Cause they have to throw the used TP in a waste basket next to the toilet. This is not all over, but it happens in alot of Mexican neighborhoods. Its just gross. Then Mexican citizens come to use USA toilets and leave their used TP in your waste basket! AAAHHH! Take that sh_t with you or flush. Darn them...
