Snot is created by the water, from your runny eyes, i guess you usually get runny eyes when your sick, the purpose of it is to clean out your body, i guess

It's your body's way of getting rid of whatever you have, whether it's a simple virus (which you can do nothing about-just let it run its course) or a bacterial infection (which you'd probably need antibiotics to clear up.) We blow and blow, thus clearing it out.

The snot from your nose is your mucus membrane doing just that--snot is mucus that has tons of germs and bacteria in it. The idea is that if all that bacteria is stopped by the mucus membrane, it saves the immune system to fight very serious germs.
You'll note that when your allergies are acting up, any snot you produce is usually clear (because that is snot's normal color); when you're actually sick, the snot is green. The green is from the bacteria and other contagions.
