They are either calluses or warts (likely Planters warts which tend to occur on the feet). Neither are a big deal, just ask your doctor about them next time you get a checkup. If they are bothering you (itchy, bleeding, hurting), then you can make an appointment to see the doctor, but this shouldn't be necessary. A dermatologist or podiatrist would be ideal, but a GP should be able to deal with this.
