A friend has had a serious injury and does not have insurance, are there any post accident insurance policies?

I really doubt it. Any company that supplied such a thing would quickly go out of business. Insurance companies make money on the majority of people who pay but don't use the insurance. A post-accident policy would have 100% customers asking the company for money.
I don't know. I have never been in a situation where it was necessary to find out. But, there is a lot of help out there through free clinics, Lions Clubs, and I think the Ruitians. Ask around if you think they can help your friend; there may be more places that do this kind of help. Some doctors may know of places also that could help. I think you have to ask. It doesn't hurt to ask.
