Less ffective but yes. It is usually used in that method as a pain reliever though.
No and yes. Depending on what you mean by "high", cocaine taken orally can go either way. When applied to the gums, cocaine tastes very bitter and will almost instantly numb upon contact. This is the only high acheived when tasted, unless of course you ate an unprecidented amount (but that would just be a waste of your hard earned money). It would be in your bloodstream regardless, but only very small traces.
