How is the quality of drinking water in Hong Kong?

Is in-house water filtering system still needed, because those last-mile pipes to your home usually are not well maintained?

Answers:
I think it's better for you to have an in-house filtering system just incase. The pipes in Hong Kong are quite old and may contaminate your drinking water. Then again, it depends on where you're living. If its in a newer area, it should be fine. Older, you should be worried. To be safe, just boil your water to remove bacteria. Or, bring bottled water. Don't buy. Some people there scam you on bottled water saying it's "spring water" when it's just from municipal taps.
When I was there my friends said to drink bottled water or water that had been heated for tea. Never to drink plain water. I took their advice so I can not tell you if the public water is safe.
