That depends. What kind of work out are you talking about? If you're strength training, then you definitely do not want to lift weights using the same muscles while they are still sore.
If it's anything other than weight-training, then it's probably not a big deal.although you'll be even more sore later.
No, it is not bad to work out if you are sore. It is bad to push yourself when you are in pain. If you are experiencing any sharp pain, or muscle strain, take it easy. A torn or overextended muscle is alot more than just sore. Listen to your body. Sore okay, Pain not okay.
