Cold is best. I started treating my SI pain as pirformis syndrome and began doing the exercises I've listed below. I've seen great improvement!

Ice! Hopefully, they are addressing any muscle length issues you may have, along with a core stabilization program. If you find PT is not helping, it may be time to try a few sessions with a chiropractor. Perhaps the treatments combined will get things moving in the right direction. Ice is always the best to help with pain and inflammation. Heat feels good but can actually increase the amount of inflammation and swelling. The best option is to see a doctor of chiropractic. Chiropractic is one of the best forms of treatment for resolving SIJ problems.
I have found that most unresolved SI issues tend to be misdiagnosed lumbar disc derrangment problems...while the SI joint is capable of causing pain, it is quite unlikely unless you've just had a baby or had a recent traumatic fall on your buttocks. It takes a lot of force to disrupt the SI ligaments and alignment...and many people are too quick to diagnosis it as an SI problem just because the pain is in that area.
Not trying to confuse you or anything, but just to put another idea in your head about getting to the "bottom" of this problem.
Yet, to answer your question...ice is good for "flare ups" and heat is good for chronic, general achy type pains. Continuous low heat therapy (CLHT) is usually indicated for these types of chronic pains...thermacare patches, etc.
