A friend of mine has an impacted wisdom tooth but no health insurance or job to pay for the expenses.?

No but no doctor cannot refuse treatment because of financial situation. Find a dentist and make an appointment get it out. Or maybe there is a dental school near by you can sigh up for free dental work...But Please Do Not Listen to Any MORON that says do it your self!!!!!!!

Your friend can check with Medi-cal OR you can have them apply for Care Credit. It is a no interest credit card for healthcare and then they can make payments. If there income is low enough though, try the government insurance.
If you have a university with a dental school around you then she could have and exam and possibly get a quote on how much it would be to remove the tooth. Usually the cost is about 1/2 what a regular dentist/dental surgeon would charge.
