Once you are in the sewer, combine the "greesy oil" and the bear to lube up the switch. Turn on the light. Go one click to the right. Start clicking on the wall (in the same room where you found the jacket) until she says something about the walls being old. Use the knife to chip away at the wall in that spot. Look through the hole in the wall you just created. The rope should be hanging on the right side of the room. Hope this helped...
