No, when it finally heals that area will be weaker than that same spot on the other side. You can strengthen it through physical therapy and exercise, but it will never be back 100% to what it was before the injury, it can come pretty close though.

NO ligaments don't regenerate them selfs like bones.
so unfortunatly ur logaments will be weaker this is because scar tissue forms and that is not as elastic and ur ligaments. That is why if u completly tear the ligament surgery is usually done to repair it to lomit scar tissue formation.
