I've had a broken neck for two years now, my legs work, my question is how can i get more mobility in my arms

a broken neck for 2 yrs? Ok, I think what you're saying is that it's healed but you still have stiffness & pain which limits your mobility--your doc can refer you to a phys. therapist. If more medical expense is not in your budget, I suggest the following:
hot showers to relax so you can do range of motion moves, then soak any painful areas in epson salt bath (epsom salt solution soaked towel for the neck.)--A handful or two of the salts in your bath water-- Massage might help (try a massage school they usually have students who need to rack up hours so the charge is minimal for a massage--here in the Phoenix area they charge $25/hr). As your range of omotion improves, you can start adding light weights (cans of vegies, fruit, soup) is a good starting wt & you have some on hand no doubt) good luck, be gentle with yourself.
