If your mother's knee joint has deteriorated to the point that she is a candidate for joint replacement, she will probably find that it makes a tremendous difference in her life afterwards. It is a major surgery, no doubt about it, and the first few days afterwards are the roughest. She will get plenty of pain medications, and a blood thinner to help prevent clots forming in the days following the surgery when she isn't able to move the leg well. Normally the recovery period takes about two months, during that time she will have physical therapy to help her gradually get back on her feet and help her heal the best. She can return to work before then, depending on what kind of job she has and how she feels. I can't say about the disability insurance, you just have to apply for that and see what they say. I imagine the problem with her knee has had an impact on her ability to move around or exercise, which would not help with her blood pressure or weight. She may find that the relief from the pain in her leg and the physical therapy will let her exercise more and that in turn will help her get things in better control. It could also be the pain from the knee isn't helping the blood pressure either. Constant pain can certainly raise it, and eliminating the pain can lower it a bit. Encourage her to take advantage of things to see what she can do to work on lowering the blood pressure and losing the extra weight. Losing the weight will also increase the life expectancy of the knee replacement, as excess weight stresses the joints of the lower body- the knees, hips and lower back all suffer. After the surgery, walking will be much easier for her, and that's an excellent form of exercise to help with both her other problems. If you live close to her and can go along with her on the walks, you can both benefit and you can encourage her. I've only had experience with a few patients having knee replacements, but they have all seemed quite happy with the results. So I think your mother will be as well. I wish her and you best of luck. The first week is the hardest, after that it gradually improves and she should feel much better on her feet. A replacement isn't as perfect as the original knee, but in cases where the knee joint has deteriorated to that extent, it is a big improvement over what she has now.
I've been working with patients with total knee replacements and I'm going to be honest, it's not something that would be fixed overnight just because she has had the surgery. However, in the long run, it'll be worth it. The first couple of days are the roughest because of the pain from all the swelling but she'll be in the hospital so she will be getting pain meds to help with the pain. It's going to hurt but eventually the pain will go away. One important thing to remember is that she will NEED physical therapy immediately to gain range of motion in her knee or she will lack range to go about her every day activities. Besides, from what I heard from patients, PT also helps with the pain. Good luck!
