Try Simply Sleep by Tylenol. It is great.. I am guessing you have already tried cutting out caffeine, not exercising before bed, etc...
well try some of those pills like lunesta or something like that they might help you fall asleep but ask a docter befor takin them it also might be a mind problem like you fell guilty or you could have feel bad or good about somthing

Sleeping problems is not a big problem try relaxing your mind before you go to sleep, dont be in too much stress or think a lot before you go to sleep
be away from all the worries and you will be in deep sleep
it depends on sertain things,,,are worried about something? are you tiring yourself out enough,,,i suggest not eating before you go to bed, shower or bath 2 or 3 hours before you get into bed and use some radox herbal bath soaps, dont go strait to bed when you finish work, if you work late of course, because you need to unwind and relax, drink some coco or hot chocolate mixed with hot milk and not hot water, watch some tv or a dvd in bed, put fresh sheets on your bed, dont take knapes during the day, dont over sleep,,,you only need at least 8 hours sleep, get out of bed early in the morning and cease the day. all these things will help without taking prescribed drugs, only use prescribed drugs if you feel its abssolutly necessary, but be warned, your body can become dependent on them
