I'm 23 yrs old. Also I'm very stressed It will come and go away. I don't know what it is. I had this in the past I went to the E.R. and they couldn't find anything. I mean do anyone know's what this is. I feel like I'm about to go crazy,cuz I'm worried about how I feel.

This Could well be a pinched nerve in your neck that is radiating the pain and weakness down your arm...
Go to a Chiropractor for an adjustment. When our joints and bone connections get a tiny bit out of allignment a nerve usually gets pinched.
Your symptoms sound like a stroke, but then they would not come and go.

Take this problem to your dr. Weakness isn't "normal" and should be investigated by a physician.
