given your question, the first answer is the better option, and I will explain why.
if the guy is really hurt, moving him might cause further damage. Shock is going to be a serious factor in this, and the jolting around of carrying him, dragging him or however he is moved will result in further trauma.
the uninjured going for help will provide the best option for him to live as that guy can travel faster, not risk hyperthermia from being exhausted hauling weight up and down steep grade. He will also have to carry his water and food along witht the other guy as well.
all that works to actually reduce either of them getting out of their alive.
You might not like this answer but in alaska where I lived for a year, there were stories about guys on basically level ground that died in the cool (not winter) of the night from trying to rescue people and being so depleted of water and food from the struggle, they died.
I can't specify cases and dates, one of the more well written ones in the paper did not carry names or anything as the families were not yet notified.
the healthy one that is not injured should go get some hlp if he cant get any then he should bring the injured back.
