There are many reasons a person can be in a wheelchair without being in a cast, or paralyzed. They could have poor leg circulation, which would prevent them from walking long distances, they could have MS, they could have foot problems that would prevent them from being able to stand, etc...

Well, I remember when being discharged from the hospital, with a broken leg, they sent me to the car in a wheelchair. My mom was sent to the car by wheelchair, after being discharged, after having her tubes tied.
