In the US (you do not say where you are), there are laws describing the responsibilities of licensed health care providers. For example, for nurses, it is called the "Nurse Practice Act" and every state has one.

Other than that, there are only some informal "patients' rights" lists that some facilities or agencies have written, but they don't carry any force of law.
