My toe about a week ago had dried up blood inside of it so it looked bruised, I cut it to take out the blood and it was fine later in the week, it was back to normal but now i noticed that there is another toenail growing under and the one on top is really flimsy so does this mean that the top toenail is going to come off on its own?

Yes. The top toenail is slowly coming off. Just allow it some time to do so. If it's too uncomfortable for you and is getting in the way of your footwear, you could go to your GP, and have him/ her cut off the top flimsy layer for you.
