My left arm muscles have got so weak in the past two years that its hard to lift a cup of coffee?

Sounds like you are severely malnourished or something, I would seek the help of a health professional who can get you eating right and in the gym where you can strengthen those muscles!
You seem to have that muscle wasting disease. Medication can cause this, I would see my doc and start strengthening those muscles with weights etc.
Could be a rotater cuff injury. Only an MRI will tell.
Of course, you already know that this is NOT the place for medical advice.
Having said that, you need immediate medical attention and almost certainly an MRI of your brain.
They will be looking at your right hemisphere for sure.

a few things could be happening.
You could have a muscle problem (atrophy of disuse, trauma),
a blood vessel problem (vasculitis, or an inflammation of the blood vessels supplying your arm muscles; a mass/tumor compressing the main arteries supplying the arm muscles...),
a neurologic problem (myesthenia gravis, which is an autoimmune problem where your defense system attacks your own nervous system).
a spine problem (spinal dislocation causing impingement of nerves)
There are actually more causes, i suggest a visit to your doctor to undergo some tests, as a complete physical exam accompanied by lab work can give a concrete diagnosis. :)
