Who can obtain a liquor licence?
Any non-Muslim Dubai resident who wishes to drink alcoholic beverages, buy alcoholic beverages from an officially approved retailer, transport the legally purchased alcoholic beverages or store them at their residence for their family and guests.

Why do I need a liquor licence?
It’s the law! The Dubai government understands that Dubai is a multi cultural society and has enacted a law to permit eligible residents to legally acquire alcoholic beverages.
While buying liquor, you have to have permission from the CID (Criminal Investigation Departement) and the Police. The reason to this is that many youngsters who look old buy Liquor, and many of the buyers are Muslim. Muslims are forbidden to buy liquor in Dubai. You have to be a christian over 18, and you are supposed to get a permit or license from the Police / CID departement or the Ministry, I cannot remember which one. Simply call "181 - Directy Inquiry - 1 dhs for the first minute and 50 fils afterwards", and ask them for the Tourist Helpline in Dubai or the number for a police station. You can also try online for Dubai Police stations. They will be more than happy to assist.

Only if your application satisfies all the necessary Dubai Police-CID criteria and you have provided all the necessary documents.
