My dads quit smoking after many years. Hes having trouble finding ways to keep his hands busy. Any suggestions

You can get him a soft stress ball or he can use Chinese exercise balls to keep his hands occupied. These balls are also supposed to be good for your health and restore your energy.

I got one for my girlfriend and she wears it everwhere.
May be some worry beads that would keep his hands busy. Or get him to take up a hobby, model planes, boats,etc. May be he like to do gardening.
