Plaques inside the arteries are difficult to reverse but experimentally it is possible with careful eating and high doses of anti-cholesterol medication...pretty extreme though. The good news is that most clogs do not impede blood flow enough to make too big a difference (it would need to be 70% or more)
I think what you really want is to avoid serious events associated with clogged arteries - like heart attacks and stroke.
1. Don't smoke
2. Keep your weight down (leads to diabetes which is a really big risk factor)
3. Check your blood pressure and if high, even a little, get it treated.
4. Stay active. Preferrably three days or more of very vigorous activity at 30 minutes or more at a time. Think soccer or full court basketball, for instance.
5. Get your cholesterol checked and treat it if the LDL is greater than 130 (greater than 100 if you have risk factors and greater than 70 if you have known heart disease)
6. Eat a healthy balanced diet. Try to avoid overly fatty foods, with total fat calories accounting for 30% or less of your total diet - and no trans fats or saturated fats if you can help it.

This is for people who needs to thin their blood, but there is a risk of non-stop bleeding.
Lots of cardiovascular exercise. That not only helps to clear the arteries but keeps them supple. Also, there have been medical studies done that indicated capsasian (found in hot peppers or sold as a supplement) can help clear the arteries.
Eating healthy foods including lots of dark green vegetables (broccoli, spinach, etc.) will do it naturally over a short time (provided you're not stuffing it back in with junk. Drink lots of water, eat a lot of veggies and workout regularly. Oh and don't eat McDonalds and BK on a regular basis. Never would be the best, but you don't want to torture yourself either!
