sure you can. i wouldn't smoke beforehand, but I used to give blood all the time a day after smokin the pipe. no problem, since THC is stored in fat cells, your blood is clean and will be fine for the people who receive it. Now if you do hard drugs, that's a different story.

No, they test for drugs, STD's and other things that may be dangerous to give to a patient.
They test your blood for impurity and other diseases. So, it is possible for you to donate it, but once they test it... I'm pretty sure if they test it positive for intoxication they wouldn't use it. Now, I have no knowledge about the process it goes through after they find out.
