So I noticed a small bump on my knee cap that moves. There is no pain or swelling. What could it be?

You are probably having prepatellar bursitis, which is an inflammationof a bursa in your knee. A bursa is a fluid - filled sac that acts as a cushion between tendons, bones and skin.
It occurs from overuse, a direct blow to the knee, and from frequent kneeling.
You should see your doctor and ice it for 20-30minutes every 4 hours, wrapping an ace bandage, taking Aleve or Advil.
