IS there a healthy way and fast way to burn the fat of and look thinner and more toned?

i am 5'8'' and ive lost only 11 lbs in 3.5 weeks im 16 and weigh 220 lbs... So far i have stricter diet i eat every 2 hrs and workout run drink lots of water.. what else can be done.. i want to be at about 200 lbs or less by october

Don't try to lose the weight too fast, not only is it unhealthy for you, but your skin will not shrink that fast and you will look bad. 2-3 pounds a week is a healthy weightloss goal. And you are exceeding that. It sounds like you are doing everything right. Just try to be a little patient.
