A dog, because he would be so helpless. We humans can think about solutions, discuss them with others, brainstorm, come up with alternatives, but the poor dog couldn't express himself!
They are starting to make prostheses for animals, but definitely dog w/no legs. I never cared much for human beings to begin with. Animals are much better people.
It all depends on if there is someone who can make sure their needs are taken care of but humans have an advantage because they can do more without legs - ask a soldier
