Hip arthroscopy does not include the Iliac crest as your hip is lower down than the crest and there's no joint near the crest. Your hip joint is in what is roughly termed your lisk. The crease that forms when you bend your hip near your groin, your hip joint is about there, at the top of your femur ending in the femoral head and acetabulum (hip socket). In simpler terms the crest is just the wing part of your pelvis, a flat bone.
No I've never had one done but I think it's to look at the state of the joint space and cartilage lineing of the joint. It can be used to see how or if arthritis is progressing.
