You are right it doesn't sound like RLS at all. But it does sound Neurological to me. I would ask your doc to refer you for a check up at a Neurologist. Sounds like one or some of the nerves in your lower lumbar region are compromised.
get a second opinion from another doctor - did they take any blood tests or anything?
go the the doctors that specalise in legs and other extremidies. and go to webmd (www.webmd.com) and search you symptoms.
do you have any varicose veins? sometimes those cause a lot of pain.
Have your doctor check you out for "Restless Leg Syndrome". If he cannot come up with anything, change doctors.
