Putting in a catheter is a sterile procedure. Putting one in yourself can really run a risk of damage to the entrance of the urethra, the urethra itself and bladder.
You can introduce an infection quiet easily.
You may not blow the balloon up that keeps it in place correctly and may pull out. Ouch!
There is no problem wearing a diaper over it if you insert the catheter correctly and make sure it's a sterile insertion.

As others have stated, when you insert the urinary catheter, make sure you treat it as a sterile environment. Make sure you use alcohol to cleanse the opening to the urethra and the cath before inserting it. You should be wearing sterile gloves of some sort also when handling the cath. Inflate the baloon to make sure the cath doesn't slip out but make sure you use sterile water and the appropriate syringe and amount of water for the size cath to inflate it with.
Once the cath is inserted properly then the worse is over, after that it is a matter of regularly changing your diaper. When you change your diaper, make sure you clean he opening to the urethra and the cath where it enters with alcohol or something similar to reduce the chances of infection.
The damage that may occur is if you leave the cath in for too long. The longer you leave the cath in the more chance you have of making yourself urinary incontinent AFTER you remove the cath. This sould be a temporary situation but the length of time to get back to normal will be directly dependant on how long you left the cath in place. Generally we are talking leaving the cath in for extended lengths of time without a break in between insertions. If you are going to leave the cath in for an extended period, consider changing the cath periodically to reduce the chance of infection, but again, make sure it is in a sterile environment.

That sounds like a really good way to get a urinary tract infection to me. I understand fetish play, but this one is a bit dangerous. Urinary catheters provide a route for bacteria into the body - you probably would be ok putting it in, and taking it out within 15 or 20 minutes, and then drinking plenty of fluid, and cranberry juice. Maybe you could do that as a prelude to wearing the diaper.
you can also reuse catheters, as long as you wash them well with mild soap and water, and then soak in disinfectant, and dry and store cleanly.
