What's the most effective treatment for a sunburn?

put a wet wash cloth on the burn and poor vinegar over it...pulls out the heat....cools the burn...

Whatever you do, putting that gel like stuff or lotion on your sun burn does not help. It may feel cool when you initially put it on, but it actually holds the heat in.

When I was little, my grandmother would cut brown paper bags (grocery bags) to fit on my back, arms, whatever had been burned. She would then soak the paper in white vinegar and drape the bags on my skin. It was sooooo cold at first, and kind of stinky, but it certainly did work! Try that on for size.
