It's probably keratosis pilaris. In spite of the somewhat scary name, it's actually very common. I've had them for as long as I can remember. The most common place people get them is the back of the arms. It's basically a build up of dead skin cells - your skin doesn't slough off as efficiently as it should. One way to treat it is with a lotion that contains alpha hydroxy (like glyclolic acid or lactic acid) and/or beta hydroxy (like salicylic acid) and urea. I won't kid you - you have to use the lotion every day, without fail, or the bumps will come back. There are several products available. The one I've used with some success (more, if I could only make myself use it every day) is Neutrogena Skin Smoothing Body Lotion. If your local store doesn't carry it, ask if they can order it for you.
I've read suggestions that coconut oil, Neutrogena Sesame Oil, and dandruff shampoo help prevent it as well, but I haven't tried any of them yet.
I used to have the same problem, but they are much better now since I started taking a multivitamin/multimineral along with a multi-b vitamin. hope that helps :)
