It depends on the cause of tinnitus and the cause of deafness. There is a "chain" of structures involved in hearing. At the center is the brain. If the source of the tinnitus is closer to the brain than the cause of deafness, it will persist (all else being equal).
I recommend you read The Aspirin Alternative by Mike Loes, It is the only reference I have that offers any kind of useful advice. (Pg 185-192)
