Yes they can. My fiance and I both have genital herpes. He has had it about 8 months, I've had it over 5 years. We have a great sex life and we plan on having children very soon. Genital herpes does not cause a man or women to become sterile or infertile. The breakouts can be annoying and painful and there is no cure for genital herpes, but you'll be able to have children and have a normal sex life, trust me!
The STDs that mainly cause people to become sterile are the bacterial STDs (like chlamydia, gonorrhea, and syphilis), and that's if they are left untreated for a while.
They can never have a normal sex life in terms of spreading the disease and having breakouts.
HOWEVER, in terms of having babies, yes they can.
