No, he's just got gingivitis. Have him see a dentist, get him a soft toothbrush, and encourage/remind him to brush regularly. Frequent mouthwash will help too. He should probably brush even more than x3 a day, until his condition improves. And he should brush GENTLY and SLOWLY. This will help avoid bleeding.
If his gingivitis was a sign of AIDS, he'd have a lot of other illnesses too. If you're concerned about HIV because of risky behavior, have him get tested. That's the only way to ease your mind.

In the meantime be sure he brushes his teeth well and flosses and uses a mouthwash like Listerine. Sounds more like gum disease. He should go to a dentist or better yet a periodontist. If it's a really bad case, he may need gum surgery to remove the decaying tissue, otherwise he'll lose his teeth if untreated.
