It can be a stroke - or a TIA (also known as a mini-stroke). Recovery depends on the severity of the stroke, speed of treatment, and avoidance of risk factors. Being under the influence of alcohol makes the diagnosis more difficult.
Instead of writing in to this forum - why aren't you on the phone calling 911? If it is a stroke, delaying treatment will be a major detriment to his prognosis.
Get him some medical help - NOW!
he's probably just drunk, those things dont have any long term side effects
