Yes, also with a surgery hemorrhoids may come back, actually they like to return very, very much.
High fiber diet is good and helps to keep regular and soft bowel movement. But constipation not necessary is the cause of your hemorrhoids. You aren't mentioning at all if you discussed this point with your doctor.
Beside constipation, they are several other causes of hemorrhoids like: significant overweight, pregnancy, overeating, prolonged sitting or standing can also contribute to development of hemorrhoids due to bad blood circulation. Other reasons are:
acid/alkaline imbalance, fatigue liver, Vitamin B-6 deficiency.
Unless you treat the cause of hemorrhoids any treatment option you decide to make can only be temporary solution. Of course also by temporary solutions depends on how long does it last, how much time you can be "hemorrhoids free" before they return.
Personally, I wouldn't opt for a surgery as long as I have other treatment options available, but whatever treatment you'll decide to take, find out what is causing your hemorrhoids and treat also this.

I sympathize with you , i really really do. I dont belive that any diet you try or any bath you take is going to help correct the situation. You need to get a better understanding of what hemmorids actually ARE. They are protruding veins from your bumm, they are litereally veins that have 'fallen out'.
You are either straining too hard when you pass stool or your sphincter muscle is not strong enough to keep them inside. Either way, once they have collapsed, nothing but removal is going to keep them inside. I work in a hospital and have seen it done many times. A doctor can cut off the hemmoroid and cauterize the vein and as long as you take a laxative or have soft enough stools for a week following, they should heal up quite nicely.
Take "Yoga" treatment . As you may know, yoga is a form of exercise. Also continue with your diet and exercise your 22 and your system will deal with it properly. Also, try and turn to be a vegetarian for some time till u r completely cured. If you can control it with out surgery by all means do it! If all else fails get the surgery. Make sure the surgery will work and they wont come back. At 22 you are still young and you are right you shouldnt suffer from this. Do what you have to do to get better.

Use the cortisone suppositories and take anti-inflammatories (like ibuprofen, aspirin with food). Get yourself a "donut" to sit on when you have to sit.
