Eczema can diagnosed at a sick or well visit. Eczema is very common in children especially children with RAD or allergies. I would pay a visit to the doctor to make sure he does have eczema. Rashes are very tricky and there are so many that a doctor should be consulted. If he does has eczema they will probably try a topical steroid such as elidel, cutivate, topicort, protopic, or some other steroid cream (list are the most common). If you child has seasonal allergies (this season is supposed to be terrible) he might have a few flair ups. Once you get the medications I would also buy a really good lotion to moisturize his skin. There are certain items in a lotion that you want to avoid.
Lanolin---excretion from sheep and is a common lubricate in lotions.This producte is indicated as a cause of skin reactions in people with sensitive skin, and the FDA states that it is one of the most highly allergic ingredient in skin care products.
Mineral Oil--- Product of BLACK CRUDE OIL. Mineral oil molecule's are to large to penetrate the skin, so it skins on you skin and clogs your pores, traps bacteria, etc. This is a very common filler because it is so cheap. Most baby products use this. You would have to find a all natural product to avoid this.
Dyes and Fragrances- Definitely stay away from products that have tons of dyes and fragrances. Products with such thing in them will irritate his skin. I was also stay away form tide because it flares up eczema. Try to use products without these components. All free is a good washing detergent.

yeah it can be diagnosed pretty quickly, try some E45 cream till then it worked for me when i was a kid, i hear its quite common in babies and young children but most of the time they grow out of it
