One of the biggest factors in the different skin tones of fair skinned people is exposuret to the sun. Your face will almost alway carry a ruddier hue than the rest of your body. Your hand and, perhaps, your forarms may also have more color.
If you go around barefoot, I could say the same about your feet, but you mention swelling. There could be a lot of causes, but I would be most concerned about your circulation. As you say, when you go out, your feet swell and change color. These could be symptoms of cellulitis. Fluids are probably building up in the lower part of your body, perhaps by poor circulation. This could be a dangerous condition. It may not be, but you really must see a doctor and describe to him/her what happens and when this occurs.
If it is as I suspect, there are inexpensive medications that will help.
