It's not impossible, but then again it is a stretch. You'd have to be in a really bad bar fight and a lot of blood flying with open wounds around your eye. But hey, anything is possible if you put your mind to it.
Only the speaker of the house (Dr {loosely} Frist) believes that line. Anyone with common sense know's that you can't. There may be some other conservatives who believe it, too (W).
