its possible that you have less skin pigment in those areas. If so that will cause that area of skin to not "tan."
It could be a skin disease called VITILIGO. My son has it and it is also what Michael Jackson has. You should go see a dermatologist. They can give you a medicated cream for it so it does not spread.
