This is an old line of B.S. that was originally generated back in the '70s by the Soviets, who claimed that the rotten Amerikanskis had gotten it from the Nazis after World War II and that it was designed to eradicate Jews and Negroes. (And no, they didn't use the word "Negroes", either.) I still have a xerox (original was on newsprint and would have yellowed by now) of a cartoon from a paper in Tanzania showing an Erlenmeyer flask full of AIDS virus with little swastikas swimming around in it.
This, you understand, implies that the Nazis, while fighting for their lives, were able to do development work on viruses that nobody else has duplicated in the last sixty years.
Ironically, it seems to have been the Tanzanians who got the epidemic started. AIDS apparently was localized in the little corridor of land west of Lake Tanganyika where Tanzania and Uganda meet. When the Tanzanians invaded Uganda to get rid of Idi Amin the population of this area scattered if they could, and the Tanzanian troops picked it up and spread it around -- they were more or less living off the country, since Nyerere (the president of Tanzania) paid them peanuts and couldn't supply them reliably.
The general idea of using diseases for military purposes was a dud, as the Japanese found out when they tried it in Manchuria and the Russians when they tried to build up stocks of anthrax and succeeded only in infecting several hundred of their _own_ people. It was worse than poison gas, another bright idea that backfired on its originators.

AIDS isn't only in 3rd world countries. what was this 'superpower' anyway? HIV/AIDS is an epidemic that will soon be everywhere. if it was a biological weapon then it's backfiring real bad.

That is just stupid, if they were going to invest so much money into a biological weapon, they would do it on something that didn't have to be transmitted by blood. It is easy to get AIDS if you have sex with someone, but it is a lot harder to get AIDS than many other diseases from just general conact with people. You are much more at risk for hepatitis from contaminated food than AIDS.
Also, AIDS does not exist solely in third world countries. A huge portion of the population all over the world has hiv. And it wouldn't be a very efficient weapon since it can take 10-15 years for hiv to develop into full-blown AIDS.
