why was he taking a HIV test anyway?

His chances would be a whole lot better if he would wear condoms and/or use clean needles. Since he has tested negative for HIV recently, now would be a good time to take steps not to acquire HIV in the future.

I think chances are excellent that he has NOT been infected purposefully with HIV.

Your buddies need to find a better hospital. If things like this are going on, an investigation is called for.

Nothing in his arm other than a small needle unless he put it there. if he has been a good boy and not tomcatted around he need not fear an HIV test.
