Only insisting on having it checked out-
Im 20 and am a breast cancer survivor, but at her age she still hasent really truly gone thru puberty it could be a number of things- a cyst, or breast developing pains
Just insist on a doctor check up
and do a breast self exam to follow up
13 probably just growing pains for her.
She's probably starting to go through puberty.
It's quite normal for a 13-year old to feel tenderness and lumps in the breasts. But tell her to go see a doctor, just to be safe.
By reading the pathology report from the biopsy.
Only a Doctor can tell for sure by examining the tissue under a microscope.
If in doubt, get her checked.
first people get tested for a gene called brca. its a precursor for breast cancer. your sister is only 13. if the lump grows, gets swollen and very painful, then have it checked out, but if not, it can wait. she's probably growing.the lump can also be just a swollen lymph node.there are a bunch of those near and around the breasts.
Talk to your mother immediately and have her look at this. Your sister should also see a doctor for evaluation as soon as possible. Anything hard or lumpy that she can feel under her skin should be checked out. And, yes, it could be cancer or it more likey, just her breasts developing. No one can really know.

Keep in mind, that although, very rare, children and teens can have breast cancer too.

The lump she feels may also have traveled and be a secondary cancer. It could be a soft tissue sarcoma in the chest. You won't know until a doctor examines it.

Check it out.
My son was 17 and felt a hard lump in his belly. He kept telling me that something was there and wanted to know what it was. Because I had never heard of a 17 year old having abdominal cancer . . I didn't really listen to him until it was to late. Neither did our family doctor . . until the tumor grew the size of a volley ball (doubled in 28 days) and had pushed his heart up under his collar bone. Than we listened.
Do not wait. Have your sister checked out. Her concerns should be taken seriously.

More then like just puberty & all the quirks that go along with it. Women all of ages are so afraid of cancer. Causes so much anxiety. That fear is not good for her or you either. It is good to be careful that will become a valuable tool later in life. Take your fears & hers to your mother. Think it is time for a chat. If there is need for concern she will look after it. At your ages she is your best friend so go to her & let her help. What she is where for. Find peace.
