I don't recommend any child " Playing " with scissors. However using them would depend on there level of cognitive reasoning. The less sever ones most definitely could use them. However for more sever cases, they would have to be either closely monitored or given special scissors. Plastic or plastic tipped and non-aggressively sharp scissors. they have them any craft shop.

Come On!! Every kid is going to hurt themselves by trying to stick it up there nose or cut there tongue...
